Centre County man charged for raping toddler

A Centre County man is behind bars after sexually assaulting a child earlier this year, Pennsylvania State Police say.

According to a criminal complaint, a Centre County CYS caseworker contacted state police to report a suspected sexual assault of a one-year-old female.

State police say they arrived at Geisinger Medical Center and conducted interviews with the victim's family.

The criminal complaint states that the victim's relative and Andrew Ramage, 26, came home from a birthday party the day before when the victim's relative noticed blood and skin irritation as she was changing the victim's diaper.

According to state police, the victim's relative and Ramage took the victim to the hospital the next day when her skin did not get any better.

State police say that doctors examined the victim and found more injuries that determined them to be the result of a "fairly forceful" sexual assault.

According to the criminal complaint, on March 26 state police met up with Ramage after he called 911 and wanted to speak with police about the sexual assault investigation.

The criminal complaint states that Ramage admitted he called 911 to turn himself in for the incident.

State police say that Ramage told them that he, the victim and her relative share a bedroom and that he took the victim out of her crib shortly after her relative fell asleep.

State police also say that Ramage told them he took the victim into the living room, placed his hands on her and assaulted her for a while until she became upset and her skin became red.

Online court dockets show that Ramage faces one felony charge of rape of a child, one felony charge of aggravated indecent assault of a child, one charge of indecent assault without consent and one charge of simple assault.

Ramage is free on unsecured bail.

He has a preliminary hearing scheduled for April 26.
